PRESIDENTIAL JOBs SUMMIT
Introduction
In October 1998, the Nedlac constituencies held the Presidential
Jobs Summit. Agreements were concluded in four areas:

Job creation in sectors of the economy.

The labour market and human resource development for job
creation.

Special employment programmes.

Job creation in integrated provincial projects.
Implementation
Much of Jobs Summit implementation occurs through the various
line departments of government. Accordingly, Cabinet has provided
funding for a special programme to address poverty and to implement
the recommendations of the Presidential Jobs Summit. The initial
allocation was R1 billion in 1999/00 and will increase to R1.5
billion in 2002/03.

Implementation through Nedlac
Nedlac constituencies have established task teams in the
relevant chambers to deal with specific issues arising from the
Jobs Summit. These task teams are considering the development of a
comprehensive social security system as agreed at the Jobs Summit,
the Buy South Africa campaign and the strengthening of Customs and
Excise.
Constituencies also participate in the governing body of the
Presidential Lead Project on housing that was formulated during the
Jobs Summit process.
Monitoring of implementation
The Supervisory structure established under the auspices of
Nedlac met 3 times during the year under review. In January 2000,
Nedlac constituencies expressed the need for constituencies to be
more closely involved in monitoring and assessing the impact of the
Jobs Summit. Accordingly, Nedlac structures have assumed
responsibility for monitoring the implementation of the Jobs Summit
agreements. The Nedlac secretariat is in the process of developing
a monitoring function within the institution.
