FINANCES
Nedlac's core activities are funded by government through the
Department of Labour's budget. Nedlac may also receive monies from
private and public bodies other than the state. These funds are
then administered in separate bank accounts and accounted for
separately in Nedlac's books. In the year under review, Nedlac
administered money from the Department of Constitutional
Development in respect of the Masakhane campaign.
The bulk of the approximately R6,5 million budget for the
Council is spent on the services provided by the 15-member
secretariat. Salaries and administration costs amount to 72% of the
budget. In 1998/99, approximately three hundred meetings were held
at Nedlac. This includes 4 Executive Council meetings; 16
Management Committee meetings (includes special meetings to deal
with section 77 notices). In addition, 35 meetings were held in
preparation for the Jobs Summit. Nedlac does not pay meeting
attendance fees, however it does pay for costs incurred by
delegates (excluding government delegates) attending meetings. Just
under ten percent of the budget is spent on travel and
accommodation for delegates attending meetings. A further 10
percent is spent on support to the three non-government
constituencies to enable them to co-ordinate their participation at
Nedlac. Just under five percent of the budget is spent on
communications in the form of newsletters, annual report, website,
to assist constituencies in reporting back to their members what
has been discussed at Nedlac. About two percent of the budget is
spent on research, although the Council has been able to leverage
significant amounts of outside funding for various research-based
initiatives.
Finance Committee
Nedlac's financial affairs are overseen by the Finance
Committee, which is composed of representatives of the Nedlac
constituencies and is a sub-committee of the Management Committee.
This structure meets monthly to ensure that Nedlac's resources are
used appropriately in pursuit of the institution's goals.
Operational budgets are prepared annually by the Nedlac
secretariat and overseen by the Finance Committee. Budgets are
taken to the Management Committee for their recommendation, and to
the Executive Council for final approval. Audited financial
statements are produced annually, and follow the same route of
reporting, before being presented to the Minister of Labour for
submission, with the Annual Report, to Parliament.
