INTEGRATION OF OLD LABOUR LEGISLATION FINALISED THROUGH
NEDLAC

Nedlac has considered four outstanding pieces of old South
African labour legislation and has submitted these to labour
minister Tito Mboweni for repeal or amendment.
The Labour Market Chamber of Nedlac has completed its work on
the issue and agreed the following:
- That the KwaNdebele Apprenticeship Act be repealed.
- That the Bophuthatswana Sebo Act be amended to remove its
authority with respect to the administration of the Unemployment
Insurance Fund and the Workmen's Compensation Fund.
- That the Bophuthatswana Manpower Development Act be amended in
order to integrate it into the South African institutions of
training and human resource development.
- That the Gazankulu Apprenticeship Act be repealed.
Nedlac Executive Director Jayendra Naidoo says The Integration
of Labour Laws Act, promulgated in December 1994, followed the
integration of the TBVC states and self-governing territories into
South Africa and the consequent need for one labour law
dispensation in the country.
The Acts which were extended as a result of this integration
were the Compensation of Occupational Injuries and Diseases Act,
Basic Conditions of Employment Act, Occupational Health and Safety
Act, Unemployment Insurance Act, Manpower Training Act, Labour
Relations Act, Agricultural Labour Relations Act and Guidance and
Placement Act.
"The four pieces of legislation which have now been considered
by Nedlac are the final relics of the old homelands legislation for
repeal or amendment," Naidoo says.
