Section 77 notices

A Section 77(1)(b) notice of possible protest actions was served by Cosatu on Nedlac on 14 August 1998 regarding the privatisation and planned privatisation of municipal services, including provision of water. Two meetings were held at which Cosatu, the Departments of Constitutional Development and Water Affairs and the South African Local Government Association were represented. At the end of exhaustive discussions, the parties were unable to reach agreement on any of the demands tabled by Cosatu. These demands covered issues of privatisation, public service delivery and partnerships, government co-ordination of national legislation and policy, existing collective bargaining agreements and local government funding. Labour signalled its intention at the Executive Council to table a further notice to proceed with protest action in terms of Section 77(1)(d), although bilateral discussions between government and labour were due to continue.
